BHC seeks report on Quetta hospitals’s matters

QUETTA: A single bench of Honorable Balochistan High Court Quetta Wednesday directed the authorities concerned to submit report on alleged wrongdoings being committed at the government hospitals in Quetta.

The bench was headed by the Chief Justice BHC Qazi Faez Essa.

M/S Nasir Khan Yousafzai and Muhammad Ibrahim Lehri filed report in respect of B.M.C along with eleven photographs which were taken on record. The report is generally positive, however, discloses the following shortcoming which depicts that generally male doctors do not wear white doctor’s coat and the visitors program does not appear to be functioning.

The representative of Pakistan Medical Association stated that the doctors on duty who are attending patients are required to wear doctor’s coat. They further stated that further improvement on a regular basis has to be made to ensure that the visitors program works.

The Additional Secretary Health Department filed compliance report which is taken on record.  Medical Superintendent B.M.C and Sandeman Provincial Hospitals also filed reports.

The court said that it has been informed by the representative of MSD that the Dialysis Machine at Sandeman Hospital will be installed in the second week of May.

M.S Sandeman Hospital informs that as regards operation of GAMA Camera, Pakistan Institute of Nuclear Science & Technology (PINSTECH)  has stated that the request for isotope is under consideration and the same will be available in the next financial year starting from 1st July 2010 in view of the fact that payment for the same has been made. PINSTECH is directed to provide the requisite isotope as soon as possible so that the suffering of patients can be alleviated. Copy of this order be sent to PINSTECH in Islamabad.

In the orders it was said that regarding absenteeism we have been informed that in respect of grade-17 and above the show cause notices are required to be issued by the Chief Secretary and such show cause notices have been issued.

The Chief Secretary is directed to expedite the matters as non-attending to official duties is serious dereliction of duty and strict action in accordance with law should be taken against such persons.

The representatives of PMA support such action as, according to them, if a few doctors do not perform their duty it gives bad name to all doctors.

Both M.S stated that private guards are brought on to Hospital premises and they are not in a position to stop them as their guards are not armed. Both hospitals are directed to display signs prominently at all entrances that no private guard is allowed on the premises and if any such person is found the matter should be reported to the local police station immediately. Copy of this order be sent to SHO P.S Brewery and Civil Lines who are directed to render assistance to the said hospitals whenever called upon to do so.

M.S B.M.C states that the hospital is facing water shortage. WASA is directed to ensure adequate water supply to B.M.C as patients welfare is paramount over all other needs.

All present expressed dissatisfaction on the quantity of medicines and hospitals supplies available with both hospitals. It is expected that Secretary Health will look into this matter and may also entertain representations from all stakeholders.

Commissioners present in respect of both the hospitals stated that the medicines that are kept in the hospital are not properly dispensed and accounted for. It is further alleged that the hospital medicines find their way into the market. M.S of both the hospitals are directed to look into the matter and submit their reports as to whether there is any system in place to check pilferage and if not to install a proper system.

The concerned persons of the stores of both hospitals are directed to be present on the next date of hearing and both M.Ss to submit a written report about methodology for ensuring against said pilferage.

M.S will continue to extend cooperation to the Commissioners appointed by the Court. Adjourned to May 5 at 12:30 P.M.
